Compact of the United Civilized Systems of the Milky Way Galaxy

The Compact of the United Civilized Systems of the Milky Way Galaxy, almost unanimously referred to simply as the Compact, is a large collection of nations controlled by a centralized, homogeneous government located near the center of the Milky Way Galaxy.

History

Formed in ancient times with the goal of preventing anything like the Currai Imperium's genocidal rule form ever happening again, the Compact became increasingly authoritarian and expansionist as time moved forward. While they serve as a barrier preventing the Galactic Order of Avalon from making forays into the Milky Way, the Syndicate views the Compact as an oppressive force upon galactic civilization at large and therefore an unofficial adversary. Likewise, in response to the Syndicate stymying Compact expansion into their territories, the Compact has sponsored and undertaken clandestine actions to destabilize the Syndicate, eschewing direct conflict to avoid appearing the aggressor. Thus far, the Syndicate have been unable to prove direct action taken against them by the Compact and can only bolster their own forces as a deterrent, rendering the tension between the two an effective cold war.

Expansion Strategy

The Compact are averse to open warfare unless first provoked. Their agenda is to bring all civilizations of the Milky Way under their control, and doing so via conventional war would have painted a target on their backs in the early years of their authoritarian streak and would cause some of their member states to revolt in contemporary times. Their preferred method of conquest is underhanded: proxy wars, economic manipulation, political subterfuge, and more.
