A Tearstream Signal Relay is an advanced work of Keilicaela technology used to transmit signals through Tearstream, shooting a given signal from a relay to, hypothetically, any point in the universe.

Design
A relay is a gargantuan structure created to perpetually sustain the event horizon of a Tearstream portal. These relays are exclusively constructed in outer space as a precaution against an unexpected collapse of the event horizon or the extremely rare chance something aside from a signal exits or enters the event horizon.
