Umbra is one of the two major political systems supported by the Vigilant. They are governed by the Midnight Council.
Structure
The council is host to a decentralized command structure wherein sub-commanders are made more independent and autonomous from the chain of command. While Radia teaches its followers strict adherence to higher authority, Umbra instead values an individualistic approach in which subordinates are encouraged to cross-examine their superiors' commands. This free-thinking tradition grants them an enhanced adaptability that serves them well in their mastery of unconventional warfare.
